This record indicates that there is an Emma and a William Poulter living with the family. There were no living children listed by those names on previous records such as the Passenger Lists or the census record for Missouri. I have not been able to uncover any extended family by that name and age that would have been in Utah during that time.
During this census year it was the practice to add individuals to the household or put down the names of deceased children in order to boost the population numbers so that the Utah territory could gain statehood. The oldest known child in this family was named William and he was born 19 Mar 1845 just over 12 months after the couple's marriage. He died in England prior to the family leaving for America. If there was a child born before William then the child would have been conceived out of wedlock unless both Emma and William were premature. Since Thomas and Sarah were close cousins there is the possibility of birth defects, although, there does not seem to be any evidence of this later in their marriage. It was the practice in early England to live with your fiance in order to determine if the couple was able to conceive children, however, this practice was done away with prior to this time period. There is also the possibility that William Sr.'s future second wife was living with the family at that time but her name was not Emma, it was Elizabeth.
